Query and transcription counters reset when a billing cycle starts or renews. Library items, follows, and stars are caps on what the account can hold, not a monthly allowance.
From Billing you can upgrade to Pro or Power, or add 250 library items if you are over the active-item cap. The same plan names exist for web checkout. Usage for the current cycle is listed on that page after you sign in.
